A man was trying to hitch a ride on Louisiana 23 near Windmill Lane when he was hit by a car and killed. His identity has not been released but the victim was from the Ukraine. The accident occured in Plaquemines Parish.

The pedestrian died at the scene from his injuries. His identity has not been disclosed, pending "proper notification," a State Police release said without elaboration. Piglia would not answer other questions Tuesday about the man's nationality.

The victim walked out into the road trying to get a ride. The driver of the vehicle that hit the victim swerved, but could not miss him. Police are investigating, but have not cited the driver.
